This short and to-the-point motion is aimed at aligning the municipality with the standard advice of the Ontario Ombudsman, which is that investigations are faster and more fair when they are based on recorded footage of meetings rather than later testimony.
By recording our closed meetings so they can be provided to investigators upon request, we can reduce the costs of integrity complaints and ensure that they accurately reflect the events that take place.
THAT Council direct staff to record video of all closed session meetings beginning immediately;
AND THAT Council direct staff to bring forward an amendment to section 2.5 of Procedural By-Law 2606 to reflect that closed session meetings must be recorded.
