This motion would bring our routine into alignment with the right and responsibility of municipal councillors to make diligent and informed decisions.
When council receives reports that are verbal-only, we don’t have time to digest information, consider what questions we need to ask, and for staff to find answers for us. Having at least a small amount of background or topical information allows us to arrive prepared, and make decisions we won’t want to reconsider later.
WHEREAS all Members of Council have the right to information to help make decisions, unless otherwise prevented by law;
NOW THEREFORE, BE IT RESOLVED THAT Council direct staff to bring forward an amendment to section 4 of the Procedural By-law 2606, that no report received in closed session may be fully verbal in its presentation, and that council has a right to receive a written report of the material facts of the matter and of any decision that is to be made.
