Background
On April 25, I wrote about the provincial proposal to change the red tape landfills go through when changing the speed at which they receive waste and the sources it comes from. These changes would result in less notice to impacted people and organizations, and fewer means for them to challenge decisions.
The Ministry of the Environment is open to comment regarding the proposal until June 8. This motion seeks to object to the proposal within the comment period, and to encourage neighbouring municipalities to do the same.
Motion
WHEREAS the proposed “Streamlining requirements for waste disposal site service area and fill rate changes” removes public posting requirements and eliminates third-party appeal rights;
AND WHEREAS the removal of third-party rights to appeal these decisions under the Environmental Bill of Rights, 1993, limits the ability of residents and municipalities to challenge decisions that impact them;
AND WHEREAS the proposal could result in increased truck traffic and increased wear on roads, potentially adding to infrastructure costs for municipalities and reducing the quality of local roads for residents;
AND WHEREAS longer approved distances to landfills increase greenhouse gas emissions associated with waste transport;
AND WHEREAS the EA Modernization Project Team is accepting input until June 8, 2026;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Central Elgin register its objection to the proposed changes;
AND THAT the Ministry of the Environment, Conservation and Parks be formally advised of Council’s opposition through the EA Modernization Project Team;
AND THAT this motion be circulated to the Ministry of the Environment, Conservation and Parks, to MPP Rob Flack, and to municipalities in Elgin County.
After reading this motion I hope that my municipality ( Central Elgin) will register their opposition to the changes. I would like to have more, not less say on waste disposal in my neighborhood.
